ECHO: the Hauts-de-France sustainable culture collective

Twelve organisations based in the Hauts-de-France region (including the Ballet du Nord and the CDCN Le Gymnase) have formalised the regular discussions they were holding on their practices relating to environmental and sustainable development imperatives by setting up an association called ECHO – Hauts-de-France Sustainable Culture Collective.
The members of ECHO thus aim to expand their efforts by securing grants or funds dedicated to sustainable development allocated by central government and local authorities, whilst also exerting greater influence on political decision-making.

Joint Action Plan for the Ecological Transformation of the Performing Arts

The result of two years of collaborative work, this roadmap sets out commitments and recommendations in five areas: training, cultural policies and their funding, information, work and employment, and mobility.
On 18 January 2024 in Nantes, as part of the International Performing Arts Biennial (BIS), Arviva and 14 professional organisations, federations and networks from the private and public performing arts sectors presented the action plan they had committed to implementing to promote the sector’s ecological transition.
Designed not as an end in itself, but as a starting point intended to create momentum that will draw in 4,000 organisations, institutions, companies and artists and authors, the Joint Action Plan for the Ecological Transformation of the Performing Arts will be “debated and reassessed over the years, in line with collective progress and adjustments dictated by the reality of future crises”.

An eco-friendly contract clause library designed by Arviva

Since 2022, Arviva and 14 performing arts organisations have been working on new tools to encourage the adoption of good environmental practices within the sector. This has resulted in a roadmap, which includes, in early 2025, the creation of an eco-friendly contract template (models of incentive-based legal clauses) enabling performing arts professionals to implement committed contractual terms during the production or staging of shows.
Freely available online, it is accompanied by a guide to help users make the most of this resource, which is designed to facilitate dialogue, discussion and the ecological transformation of practices in the performing arts.

The ‘Green Residencies’ scheme is an initiative of the DGCA (Directorate-General for Cultural Affairs) as part of its ‘Produce Better, Distribute Better’ strategy for an ‘ecology of production and distribution’. The main aim of these residencies is to engage the cultural sector, particularly artists, in the ecological transition. The aim is to reduce the environmental impact of their activities and help them adapt to future changes, whilst using art as a means of raising awareness of environmental issues.
The programme is aimed at artists and cultural organisations wishing to set up residencies that incorporate the ecological transition. Key criteria include environmental responsibility at every stage (transport, accommodation, production, etc.), the thematic integration of environmental issues into artistic projects, innovation and experimentation in eco-design, and the potential for financial or in-kind partnerships. Transport must be environmentally responsible and its cost minimal, and the financial support is a one-off grant.

The OPC is a national organisation dedicated to cultural policy. It conducts surveys, publishes analyses, provides training in cultural professions, organises public events and facilitates regional cooperation. In particular, it has taken up issues relating to sustainable development by setting up training courses and publishing interviews with experts to raise awareness amongst stakeholders in the sector, and to explore and examine these fundamental issues in greater depth.
For example, for the second year running, the OPC is examining the ecological transition in its barometer. How is this evolving across the various regions? The focus is on the importance of cultural staff’s skills and the need to promote a culture of collaboration, both amongst themselves and with partners, to tackle day-to-day environmental challenges.

Project Oblique: a study of the impact of tours by major dance and music companies to support their sustainability

The Bureau des Acclimatations has carried out an impact assessment of major dance companies’ tours in partnership with the CCN Malandain Ballet Biarritz, Le Ballet Preljocaj, the Ensemble Correspondances and the ACCN.
This resource aims to identify concrete avenues for the environmental sustainability of these tours, based on four objectives:
- To model the tours undertaken by the partners
- To identify potential areas for action and the main opportunities for mitigating the environmental impacts of these tours by developing alternative scenarios

Following on from the guidance document published in late 2023, the Ministry has published a collection of practical tools entitled: ‘Study of legal levers to facilitate the integration of cultural activities into the circular economy’. This document aims to change the mindset of cultural stakeholders, whether public or private, so that circularity becomes as much an economic reality as an environmental one.
The study, carried out with the support of legal experts, focuses on four specific issues identified by professionals in the sector:
- Joint investment: How to acquire and manage shared equipment (sets, technical equipment) through joint ownership or other structures
- Sharing a grant: Securing funding channels when several partners support the same project
- Pooling resources: Determining whether to set up a Public Interest Group (GIP) or to use more flexible alternatives such as shared services
- Reusing materials: Facilitating donations and reuse whilst complying with fire safety standards and the requirements for premises open to the public (ERP)

The Commission on Copyright and the Ecological Transition, co-chaired by Valérie-Laure Benabou and Emmanuel Gabla, with Alexandre Denieul acting as rapporteur, has published the report commissioned by the Higher Council for Literary and Artistic Property in July 2023.
Today, the cycles of design, production and distribution of works can no longer ignore the challenges of energy efficiency, carbon footprints, recycling, the fight against planned obsolescence and the protection of biodiversity, amongst others.
The various objectives mentioned above are likely to give rise to tensions in sectors where the economy relies in part on literary and artistic property law. These include the system for remunerating authors and the authorisation required from rights holders for re-use, amongst many other issues addressed in this document.

Arviva: Training the performing arts sector for the ecological transition: current situation and prospects

Since 2022, Arviva and fourteen performing arts organisations have been working together to accelerate the sector’s ecological transition. Following a training programme for management teams in 2023 and the publication of a roadmap in 2024, they are committed to identifying and raising the profile of initial and continuing training opportunities aimed at more sustainable practices. The aim is to provide professionals with a clear overview to help them identify training courses suited to their roles and responsibilities, thereby contributing to a collective discussion and a shared understanding of the training challenges. This initiative, based on a methodology combining quantitative and qualitative analysis coordinated by Arviva, also aims to analyse the existing provision and guide the future actions of organisations committed to this transition.
