Can an organisation providing continuing professional development be exempt from VAT?
Yes.
Organisations that provide or wish to offer continuing professional development services must register their activity with the regional prefect in order to benefit from the VAT exemption provided for in Article 261-4-4°-a of the General Tax Code.
To obtain a certificate of exemption, the organisation must:
- Have submitted its preliminary declaration (within three months of signing the first continuing professional development agreement or the first vocational training contract, Article L.6351-1 of the Labour Code),
- Provide its educational and financial report,
- Carry out its activities within the framework of continuing vocational training (Articles L.6311-1 and L.6313-1 of the Labour Code) or in relation to the tasks legally assigned to approved joint bodies.
The decision is taken within three months of receipt of the application. Failing this, the certificate of exemption is deemed to have been tacitly granted.
What are the procedures for registering an organisation’s continuing professional development activities?
The registration must be submitted to the relevant Regional Directorate for the Economy, Employment, Labour and Solidarity (DREETS) using a specific form and accompanied by the following supporting documents:
- A signed training agreement,
- The director’s criminal record extract,
- The trainers’ CVs,
- The training programme.
Within 30 days of receipt of the complete application, the organisation is issued with a registration number, which it must include on all signed training agreements. This number is not linked to a specific field of activity; training activities may therefore be carried out in any field. The Labour Code specifies that this is indeed a declaration of activity and not an accreditation, and that the organisation need only state ‘registered under number…’.
This declaration must be made within three months of the signing of the first continuing professional development agreement or the first vocational training contract (Article L.6351-1 of the Labour Code).

What are the procedures for becoming an accredited training centre for the State Diploma (DE) in Dance Teaching?
Training centres for the State Diploma (DE) in Dance Teaching must obtain accreditation from the Ministry of Culture, following a detailed assessment by the relevant regional director of cultural affairs and the Inspectorate of Artistic Creation.
Accreditation covers one or more of the three specialisms (classical, contemporary, jazz) that make up the State Diploma for dance teachers and is valid for a renewable period of five years.
Further information is available on the Ministry of Culture’s website
What are the obligations of a training organisation?
Each year, the training organisation must:
- Submit an educational and financial report on its activities to the Regional Directorate for the Economy, Employment, Labour and Solidarity (DREETS),
- Provide accounting documents: a balance sheet, a profit and loss account and notes to the accounts (in the form of cost accounting if the organisation carries out activities other than vocational training)
Please note that, in the case of training programmes aimed at the validation of prior learning (VAE), these activities must be accounted for separately, and the organisation must appoint an auditor.
If no training activities are indicated in the financial statements or if these documents are not submitted to the DREETS, the declaration of activity will be deemed invalid.
